Strategy of the Operational Programme “Employment, Human Capital and Social Cohesion” 2007-2013 for Cyprus (3/2008)-EN

The Operational Programme «Employment, Human Capital and Social Cohesion», is a multiannual development programme, which elaborates the development strategy through which the European Social Fund (ESF) resources granted to Cyprus for the period 2007-2013 will be utilised, within the framework of the Objective «Regional Competitiveness and Employment».

The Operational Programme’s strategic objective is to achieve full and quality employment, to further develop the country’s human resources and to promote conditions of social cohesion and equal opportunities, and it will be achieved through the two following general objectives:

  • Improvement of human resources and enhancement of the adaptability of the private and public sectors
  • Attracting and retaining more people in the labour market and strengthening social integration

The two general objectives of the Programme correspond to two Priority Axes, which include Specific Objectives and interventions through which the strategy of the Programme will be implemented. The specific objectives of the Programme are the following: 

  •  Promotion of Life Long Learning, mainly through the upgrading of the education and training system
  •  Modernisation and adaptability of the operation of enterprises and tertiary education to market needs and the productive/economic environment
  • Upgrading of the administrative capacity of the public sector and the services provided
  • Increase of the labour force and the employment of women
  •  Increase of the labour force and the employment of the young
  • Enlargement and restructuring of the operation of labour market institutions

  • Increase of the economically active and employed persons from socially vulnerable groups
