The thematic priority “Human Resources and Social Cohesion” features prominently in the NSRF 2007-2013 for Cyprus (2/2007)-ΕΝ  

The Cyprus National Strategic Reference Framework for Cohesion Policy 2007-2013 (NSRF) was completed in March 2007. The NSRF presents the development strategy framework for the utilisation of the resources of the Structural Funds and the Cohesion Fund for the period 2007-2013. The formulation of the NSRF was effected via a new process launched for the first time during the 2007-2013 programming period, which entail the adoption of a more strategic character to programming for the utilisation of Cohesion Policy resources.

The overarching objective of the strategy for the utilisation of resources provided by the Structural Funds and the Cohesion Fund for the period 2007-2013 is to help achieve high rates of sustainable economic growth, conditions of full, high-quality employment and social cohesion, thereby contributing to real convergence with the more developed Member States of the European Union. The thematic priority “Human Resources and Social Cohesion” features prominently in the NSRF under which the following four important interventions will be pursued:

  • Attracting and keeping more people on the labour market: Employment policies will be further reinforced with action designed mainly to attract and integrate into the labour market the inactive, the unemployed, newcomers, people over 50 years of age, persons from vulnerable groups and those at risk of exclusion from the labour market. Adapting the skills of human resources to the needs of the labour market will be promoted, while also promoting equality for all. Further strengthening, upgrading and modernising of the public employment services is also a priority action.

  • Promoting and improving lifelong learning: An integrated strategic framework for lifelong learning will be promoted and implemented. Reducing the number of young people opting out of the initial education and training system early is a high priority. This will include promoting the restructuring / modernisation of the apprenticeship system. Another priority is to prepare and introduce a national vocational qualification system. Emphasis will also be given to improving the standard and efficiency of the education system, mainly through the systematic education and training of teaching staff.

  • Improving social cohesion and integration: Increasing the participation of women in the labour market and reconciling work and family life will be promoted mainly by strengthening the structures for implementing care programmes for children, the elderly, the disabled and other dependent family members and social support and welfare services. Actions will also be taken to promote equal opportunities and improve the social integration of vulnerable social groups.

  • Improving the administrative capacity of the public sector: The administrative and institutional capacities of the public sector will be improved in order to promote effectively the prescribed policies for the provision of high quality services. A linked objective is to further develop and make effective use of public sector human capital as the driving force behind local, economic, cultural and social development
