Reform of the Vocational Education and Training System of Cyprus (1/2016)-EN  

The public Vocational Education and Training System of Cyprus is being upgraded and reformed in order to increase its attractiveness and become able to sufficiently address skills demand amidst changing labour market conditions.

In order to promote the reform process, the “Strategic Plan for the System of Technical and Vocational Education and Training 2015-2020”, prepared by the Department of Secondary Technical and Vocational Education (STVE) of the Ministry of Education and Culture, was approved by the Council of Ministers on 15 April 2015. Following that decision, a committee for the upgrading of STVE was established, which put forward a proposal with specific measures aiming at the improvement of the quality of STVE and the acquisition of skills and competences required by the labour market. The proposal was approved by the Council of Ministers on 14 December 2015.

Measures include the development of closer ties and further enhancement of the cooperation between STVE and enterprises, which will result in improved access to suitable modern technical equipment, educational material and infrastructure, through the practical training of STVE students in the enterprises. The reform and upgrading of the programme of placements is underway in order to increase the time STVE students spend in industry for practical training.

The fields of study and specialisations offered by STVE have been reviewed in order to make them more attractive and relevant to labour market needs. Various stakeholders have been involved through their participation in two focus groups. The existing curricula are also reviewed and new curricula are being developed in all fields of study and specialisations that will be offered as of the school year 2016-2017 together with a new STVE timetable. The reformed curricula will be based on Units of Learning Outcomes and ECVET Points.

The above measures will be complemented with information campaigns promoting awareness of the reforms and increasing participation in STVE.
