Evaluation of the Impact of Activities of the Human Resource Development Authority of Cyprus (12/2014)

Responding to the adverse effects of the economic crisis on the labour market, the Human Resource Development Authority of Cyprus (HRDA) is implementing a Special Prevention Scheme – Action Plan, which includes a variety of measures that are targeted towards the unemployed, economically inactive and employed. The measures are classified under three pillars, namely Prevention of unemployment, Employment and training and Enhancement of employability.


In order to evaluate the impact of its activities, the HRDA has in place a comprehensive system which was designed by independent external consultants.  In 2014, the HRDA completed the latest evaluation study regarding the impact of the Special Prevention Scheme – Action Plan on the Human Resources of Cyprus during the period 2009-2013. 


The study was carried out by telephone interviews with a statistically representative sample of all persons whose participation in the various measures of the Scheme was successfully completed and subsidised by the HRDA during the period January 2009 - December 2013.


According to the results of the survey, 47,6% of the participants were found to be employed, 48,5% of them were unemployed and 3,9% were inactive. This indicates that the Scheme fulfilled its basic aim to a large extent, which is to alleviate the effects of the world economic crisis on employment and unemployment in Cyprus. This conclusion derives from the positive comments and views of the participants but also, and more significantly, from the fact that, at a time characterised by an economic downturn and no job creation, almost half of the participants were employed.


The evaluation study found more positive outcomes in terms of access to employment and enhanced employability of participants in programmes that included the element of work placement. These measures registered significantly higher, than average, employment rates, which ranged from 69,3% to 83,9%.


The outcomes of this evaluation work constitute very significant input to the HRDA´s effort to continuously enhance and improve its activities and, furthermore, indicate the necessity to continue the operation of the Scheme in these persistent adverse labour market conditions.
